Financial Analyst - Senior

Location: Remote

Clearance: Public Trust (U.S. Citizenship required)

Position Summary

The Senior Financial Analyst will support a Federal Cloud Services program by providing financial management, cloud cost analysis, budget oversight, forecasting, pricing analysis, and financial reporting. This role will work closely with program, technical, and cloud engineering teams to monitor cloud expenditures, analyze usage and cost trends, optimize cloud purchasing strategies, and provide the agency with accurate financial information to support program and technology decisions.

Duties and Responsibilities

  • Provide financial analysis, cost control, customer pricing, budgeting, forecasting, and recurring financial reporting.

  • Track, classify, monitor, and summarize financial data, including cloud expenditures, account budgets, burn rates, and financial performance against planned objectives.

  • Monitor individual cloud account budgets using automated scripts, alerts, and financial management tools and investigate unexpected or above-budget expenditures.

  • Analyze cloud consumption and provide recommendations to improve cost efficiency across agency cloud environments.

  • Manage and optimize the financial utilization of Reserved Instances and Savings Plans, identifying opportunities to maximize utilization and reduce unnecessary cloud spending.

  • Develop and enhance financial planning models, reporting tools, dashboards, and decision-support models.

  • Provide cost estimates and comparative financial analyses of cloud hosting solutions to help determine the most effective solutions for agency customers.

  • Compare competitively bid cloud hosting offerings and develop financial recommendations to support acquisition and technology decisions.

  • Develop business processes, financial controls, and operating procedures supporting effective cloud financial management.

  • Prepare management reports, financial summaries, forecasts, and performance metrics for program leadership.

  • Communicate financial findings and recommendations clearly to technical, programmatic, and non-technical stakeholders.

Required Qualifications

  • Bachelor’s degree in Accounting, Business, Finance, Economics, Contracts, Purchasing, Quantitative Methods, Management, or a related discipline.

  • 10+ years of relevant professional experience.

  • Strong experience with financial analysis, budgeting, forecasting, cost control, and financial reporting.

  • Demonstrated knowledge of general accounting principles and financial management practices.

  • Experience developing or maintaining financial planning models and decision-support tools.

  • Strong analytical, quantitative, and problem-solving skills.

  • Ability to monitor actual financial performance against budgets and program objectives.

  • Strong written and verbal communication skills, with the ability to explain financial information to both technical and non-technical audiences.

  • Strong attention to detail, documentation, data quality, and reporting accuracy.

  • U.S. Citizenship and ability to obtain a Public Trust.

Preferred Qualifications

  • Experience supporting AWS, Azure, or other enterprise cloud environments from a financial or cost-management perspective.

  • Familiarity with cloud consumption models, account-level budgeting, cost allocation, and cloud optimization.

  • Experience with AWS Reserved Instances, Savings Plans, Azure reservations, or similar cloud purchasing models.

  • Experience with cloud financial management, FinOps, or cloud cost optimization.

  • Experience supporting a federal government technology, infrastructure, or cloud program.
