Program Manager

Clearance: Secret

Location: Remote/Preference to be local to DC Metro area

 

Summary

Obsidian is seeking a Program Manager to support it’s Program Management Office (PMO).   Underneath the PMO, the Program Manager will be responsible for supporting several complex task orders underneath Obsidian’s Air Force portfolio.

 

Overview

Under these Programs, Obsidian provides:

  • Software Engineering

  • Sustainment of legacy software and architecture

  • Implementation / Deployment to new customer sites

  • Site Product support and Tier 2/3 technical services

  • System Analysis and Engineering

  • Information Assurance support

  • Program integration support

  • Cyber Security

  • Telecommunications Support

 

 

Responsibilities

  • Responsible for the overall management of the specific project(s) and ensuring that the technical solutions and schedules across multiple task orders are implemented in a timely manner.

  • Support cloud migration and ensure interoperability with other information systems: major, large-scale mission critical programs as well as to smaller scale projects.

  • Provide support to for project planning, resource management, risk assessment/mitigation, quality management, change control, and providing consultation on industry best practices for project deliverables to include the following activities: Engineering analysis; Facilitate project coordination between stakeholders; Scheduling; Quality planning and assurance; and Test Plans and reports.

  • Experience delivering multiple Agile projects and removing blockers using the appropriate agile project management methodology.

  • Experience defining the roadmap with the Product Owner for any given product and translating this into user stories.

  • Experience prioritizing the user stories within product backlog.

  • Experience managing a multi-disciplinary team.

  • Experience with testing to ensure quality levels.

  • Leads team on large projects or significant segment of large complex projects.

  • Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components.

  • Provides applications systems analysis and programming activities for a government site, facility or multiple locations.

  • Prepares long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources.

 

Qualifications

  • B.S. and 8+ years of relevant experience. PMP preferred.
